UST Law/Regulations/History
The Los Angeles County Board of Supervisors established the Underground Storage Tank (UST) program in Los Angeles County on December 20, 1983, as Ordinance No. 83-0206U.  Los Angeles County Code (LACC), Title 11, Division 4 is the ordinance for the UST program.

In addition to the Los Angeles County Code, the State of California UST program became effective January 1, 1984. State law, Health and Safety Code (HSC), Division 20, Chapter 6.7 governs the UST Program and regulates the program in the California Code of Regulations (CCR), Title 23, Division 3, Chapter 16 (PDF, 1.18MB) and Chapter 18 (PDF, 356KB).  The State Water Resources Control Board (SWRCB) is the authorized State agency to regulate the UST Program.

The Federal Underground Storage Tank (UST) Program was established when the Hazardous and Solid Waste Amendments to the Resource Conservation and Recovery Act (RCRA) were approved on November 8, 1984.  The United States Code (USC), Title 42, Chapter 82, Subchapter IX is the codified Federal UST Law.  The Code of Federal Regulations (CFR) further defines the UST requirements of RCRA.  Most of the UST regulations can be found in 40CFR Part 280 and 40CFR Part 281, which are updated yearly. The Federal UST Program is overseen by the U.S. Environmental Protection Agency's Office of Underground Storage Tanks.
